Utilities and Collaborating... Since energy costs money the people need electric meters and water meters etc... So if I build a 100 bedroom mansion, I must include utilities without meters or it gets to complicated. This is an issue that delays progress.

People who make life irritating also need to be moved easily. If I build a 100 room hotel to live in, I might have a problem with people not conforming to the rules and Rules!?...
